Annual Governance and Accountability Return (AGAR)
Farningham Parish Council (FPC) is required by the Accounts and Audit Regulations 2015 to complete an Annual Governance and Accountability Return (AGAR). This comprises three Sections.
- Sections 1 and 2 are to be completed and approved by the Council
- Section 3 is completed by FPC's external auditor.
FPC is required to publish:
no later than 1 July
- Sections 1 and 2, approved and signed,
no later than 30 September
- Notice of conclusion of audit
- Section 3 - External Auditor Report and Certificate
- Sections 1 and 2 of AGAR including any amendments as a result of the limited assurance review.

Community Infrastructure Levy
The Community Infrastructure Levy (CIL) is a planning charge, introduced by the Planning Act 2008, as a tool for local authorities in England and Wales to help deliver infrastructure to support the development of their area. It came into force on 6 April 2010 through the Community Infrastructure Levy Regulations 2010. The levy is collected by Sevenoaks District Council (SDC). A small percentage of the levy raised on development within the parish may be claimed by Farningham Parish Council (FPC) to fund infrastructure projects within the parish.

Accessibility of Statutory Returns
FPC is required by statute to provide a number of annual returns. The Council is obliged to use the pro forma documents provided for these returns but is aware that often these documents do not meet the requirements of the Web Content Accessibility Guidelines version 2.1. The format of these documents is completely out of the Council's control and regrettably we have no alternative other than to use the documents provided.
